The Statute of Imam Khomeini and Islamic Revolution Research Institute

The Imam Khomeini and Islamic Revolution Research Institute, (hereafter referred to as “Research Institute”) is thus established to realize part of the academic and research tasks of the Institute for the Compilation and Publication of the Works of Imam Khomeini, help meet the research demands across the country on the life and code of conduct of Imam Khomeini and Islamic Revolution affiliated to the Institute for the Compilation and Publication of the Works of Imam Khomeini, based on the Agreement in Principle Coded 5518/22 dated January 23, 1996 of the Iranian Council to Develop Higher Education and it is run according to the stipulations of this Statute.

 

Article 1) Objectives

 

The objective of the Research Center, based on the objectives of the Institute for the Compilation and Publication of the Works of Imam Khomeini, is conducting research about Imam Khomeini and Islamic Revolution.

 

Article 2) Location

The Research Institute’s head office is located in Tehran.

 

Article 3) Duties and Responsibilities

 

  1. Carrying out fundamental and applied researchon the views and thoughts of Imam Khomeini, understanding the Islamic Revolution and related courses
  2. Offering consulting services on the aforesaid research programs
  3. Carrying out required activities in line with realizing the results of research projects
  4. Proving required facilities concomitant with the research programs and plans
  5. Studying, identifying and meeting the research demands in executive and service sectors
  6. Establishing active and constructive relations with other institutes as well as academic-research communities inside and outside the country according to the stipulated rules and regulations
  7. Establishing desirable and coordinated connections with the authorized specialists and innovators in academic-research centers of the country and providing required facilities to help them

 

Objectives

 

  1. Applying latest results of research projects and scientific advancements in all stages of research in line with expanding the activities of the Research Institute
  2. Organizing academic meetings inside and outside the country in partnership and cooperation with other institutes in line with the mission and responsibilities of the Research Institute
  3. Collecting data and scientific documents from domestic and foreign sources to be used in vast research and study projects within the scope of the activities of the Research Institute
  4. Authoring and translating texts and works and research periodicals concomitant with the objectives of the Research Institute

 

Article 4) Structure

  1. Board of Trustees

The Board of Trustees of the Research Institute act upon the rules and regulations stipulated in the Law for Formation of the Boards of Trustees of Universities and Higher Education and Research Institutes.

 

  1.       Dean

The Dean of the Research Institute is elected from among individuals eligible for membership in the Academic Board on the proposal of the Head of the Board of Trustees of the institute and endorsement of the Ministry of Science, Research and Technology, and appointed at the order of the Trustee for four years. His reappointment after the termination of the 4-year term is permissible.

 

Dean’s Tasks

 

  1. Administration and management of the Research Institute in better implementation of the activities stipulated in the Statute and according to the related rules and regulations
  2. Issuing employment orders for the officials and directors of the Research Institute based on the ratified rules and regulations
  3. Signing contracts and financial and administrative documents according to the stipulated rules and regulations
  4. Annual and detailed budget regulation 
  5. Proposing annual budget statement to authorized bodies
  6. Supervising appropriate implementation of research plans
  7. Proposing the organization chart of the Research Institute to the Board of Trustees
  8. Presenting annual performance report to the Board of Trustees

 

Research Council

 

  1.  Members
    1. Dean (chairperson of the Research Council)
    2. Head of the Research Department (secretary of the Research Council)
    3. Three to seven Board members as introduced by the chairman of the Board of Trustees

Note 1) At least one member mentioned in 1-3 above shall be elected from among researchers and experts outside the Research Institute

Note 2) The Research Council members are appointed at the proposal of the Dean of the Research Institute, endorsement of the chairman of the Board of Trustees and at the order of the Dean of the Research Institute.

 

  1. Duties and Tasks

2-1- Approving research plans

2-2- Preparation of academic programs of the Research Institute

2-3- Supervising the publication of academic and research journals of the Research Institute

2-4- Analyzing the facilities, publication, academic and research demands of the Research Institute

2-5- Setting general policies of the Research Institute for establishing academic links with other educational and research centers within the scope of the national rules and regulations

 

Article 5)

Regarding the financial regulations, the Research Institute is subject to financial and transactional by-law of the universities and higher education and research institutes affiliated to the Ministry of Science, Research and Technology.

 

Article 6)

Regarding the employment rules and conditions for (academic and general) employment, the faculty members of the Research Institute are subject to the employment code of the research institutes affiliated to the Ministry of Science, Research and Technology.

 

Article 7)

The dissolution of the Research Institute shall be possible and permissible at the proposal of the Board of Trustees of the Research Institute and approval of the Iranian Council to Develop Higher Education.

 

Article 8)

In case of dissolution, after settling the debts and dues, the assets and properties of the Research Institute will be transferred to the Institute for the Compilation and Publication of the Works of Imam Khomeini.

 

Article 9)

Any change in the articles of this Statute shall be permissible at the proposal of the Board of Trustees of the Research Institute and approval of the Iranian Council to Develop Higher Education.

 

This Statute in 9 articles and 2 notes was approved at the Iranian Council to Develop Higher Education on Sept. 28, 1996.

 

Objectives

The main goal of this Research Institute is conducting basic and applied research on Imam Khomeini’s views and thoughts as well as studying and identifying various aspects of the Islamic Revolution. Training committed and specialized manpower, active and constructive cooperation with available experts, in line with the above-said goal top the agenda of the Research Institute.
