Tasks of the Deputy Dean for Administrative and Financial Affairs

 

  • Cooperation with the Dean of the Research Institute in line with helping administrative units to better carry out their tasks in accordance with to the executive objectives of the Research Institute
  • Planning, directing and controlling affiliated units for better implementation of the undertaken tasks
  • Supervision of recruitment affairs of the Research Institute such as employment and issuing employment orders
  • Supervision of good implementation of the job classification and assessment scheme
  • Collecting, processing and analyzing required data and statistics for use in the annual plan and budget program of the Research Institute
  • Collecting budget proposals from various units and finalizing these proposals before putting them into the stages of ratification and following up their approval  
  • Supervision on good implementation of annual budget plan through monitoring credit allocation, and evaluating the degree of operation advancement in each unit
  • Design and reorganization of units, providing list of liabilities for each unit, creating and administering the organizational chart, and reviewing current trends meant to improve them
  • Supervising all support services of the Research Institute such as public services, installations, transportation, …
  • Hiring and firing the managers of the affiliated units upon the confirmation of the head of Research Institute  
  • Participation in the councils and assemblies for expressing opinion on the pertinent issues and cases
  • Implementing administrative affairs assigned by the head of the Research Institute

 

Tasks of the Director of Administrative and Employment Affairs

 

  • Enforcement of laws, administrative and employment directives issued by the authorized bodies
  • Provision and codification of the bylaws, directives, and required administrative circulations, and notifying them to the related offices
  • Coordination in implementation of the affairs related to the employment of the staff and Scientific Board-Secretariat
  • Verification and control of the personnel and administrative data and documents received from the other departments
  • Presenting proposals on employment rules and regulations, job classification and assessment, and expressing expert-level opinion on the existing rules and regulations
  • Participation in the joint sessions of the directors of Deputy Office for Administrative and Financial Affairs, Employment Committee, Administrative and Financial Council, etc.
  • Staffing the unit and supervising new employments
  • Taking care of various welfare affairs of the university staff as well as providing and presenting related plans
  • Assessing required tools, supplies and equipment for administrative department and supervising their fair distribution
  • Supervising implementation of the plans related to the promotion of the staff, paying allowances, overtime work, regulation time, etc.
  • Supervising good job performance by the experts at the administrative affairs section
  • Implementation of other affairs upon duty and reference to senior officials after verification
  • Issuing staff employment orders such as group promotion, promotion of the rank of Academic Board members, changing the title of the missions, leave orders, …
  • Supervising right implementation of the plan to honor the clientele and extending the regulations related to the contractual employees
  • Provision of a summary of the employment dossiers and taking copies of the documents according to the rules and regulations
  • Verification of the complaints and demands of the staff according to the pertinent rules and regulations
  • Taking care of the cooperative, insurance and welfare affairs of the employees
  • Implementation of the strategies and making required plans for better realization of the objectives of the Research Institute
  • Anticipating future demands of the personnel and making plans to meet these demands
  • Reviewing employment rules and regulations and presenting expert-level opinion on how to enforce them

 

Tasks of the Financial Manager

 

  • Implementing financial supervision upon strict observance of the stipulations of the financial and transactional bylaw Board of Trustees ratifications
  • Taking care of the accounting procedures and producing financial report, financial statements and supervising archiving of documents, financial statements and related documents
  • Keeping, protecting and delivering funds, deposits, bonds and securities, and meeting expenditures
  • Controlling accounts and supervising movable and immovable properties of the Research Institute
  • Supervising and controlling exclusive incomes (cash inflow) and depositing the incomes into the treasury
  • Supervising the expenditures listed in the revolving funds and producing related reports on these expenditures
  • Verifying the orders issued by the employment unit in a bid to control conformity with the related rules and regulations, and directives
  • Exchanging agreement with the Management and Planning Organization on capital assets acquisition
  • Provision of annual detailed budget plan and obtaining Board of Trustees ratification
  • Cooperation with the auditor of Board of Trustees
  • Provision of annual financial statements for approval by the auditor
  • Participation in the administrative and financial sessions
  • Implementing account coding plan based on a unified form for uniform procedure, and for financial comparability with other institutions upon the ratification of the head of the Research Institute and the Board of Trustees
  • Informing and controlling all instances of the delegation of authority for authorized signatures in expenditures and making required coordination in this regard
  • Supervising implementation and application of the most updated accounting systems in the Research Institute and implementation of the directives for payments in advance, on-account payments, installment of dues, collecting surety and inventory checking
  • Accountability before supervising organizations when needed and defending the financial and legal performance of the Research Institute
  • Reviewing financial statements of the Research Institute to find ways for reducing expenditures
